After observing several auctions around my neighborhood I have noticed a lot of Asians at auctions lately. Perhaps it's that there are a lot of Asians moving into the area which could explain why so many of them are being nominated for heritage protection?

Narelle - you need to read the website fully
It is saying that the overall % of asians in the council are still fairly low, the boroondara council website links to an ancestry site that has 18.2% as being asian. The website is saying that 62.5% are however asian in this current group of nominations.
Irregardless how many asians you see at auctions the statistic is still that only 18.2% of properties as asian owned in boroondara. The website is saying that asians are being targeted!!
If you claim that oh more and more asians are moving into the area maybe that's why there's so many asians in this new batch of nominations... that's exactly what the website is saying too, that people are buying properties then being targeted because they are asian.
If these properties really were legitimate heritage properties they should be getting identified from all the numerous heritage studies already not waiting for confirmation of asian ownership or asians purchasing it before being targeted.
The only conclusion i can draw is that asians are being targeted by people like you using this nomination process.
